II. Working Hours (Operations and Administration)

Operations
From 05:00am to 11:00pm
7 days a week
(Operating hours will be flexible according to the actual operations and flight schedule)

Administration
From 08:00am to 05:00pm, Monday to Friday *

(* excluding public holiday)



III. Cargo Storage Charges
  1. Import:
    • USD 0.08 per Kg
    • Fraction of 50 Kgs is charged as 50 Kgs
    • USD 0.04 per Kg per additional day (for cargo stored in the warehouse for more than 6 days)
  2. Export:
    • USD 0.04 per Kg
    • Fraction of 50 Kgs is charged as 50 Kgs.
    • USD 0.04 per Kg per additional day (for cargo stored in the warehouse for more than 3 days)
  3. Surcharge: 100% is applied on all of the following:
    • Special cargo, for example: dangerous goods, perishable cargo, cold storage, etc.
Note: VAT = 10%

Important Note:

Customs authority will confiscate any shipments that are not claimed within two months and fifteen days after arrival.

1st: Live animals
2nd: Diplomatic mail/pouch, perishable goods, urgent document and express cargo
3rd: General cargo

VI. Cargo Operation

Phnom Penh Cargo Terminal has two main operations:

Export Cargo & Import Cargo
  1. Export Cargo: there are three sections:
    • Export Acceptance: receive export cargo at loading dock, weight export cargo and apply X-ray requirements.
    • Export Document Counter: issue export cargo manifest for Airlines, issue export cargo form and telex message correspondence. etc.
    • Export Storage and Preparation for Departure flight: move export cargo into export storage, preparation for departure flight, palletizing build-up. etc.
  2. Import Cargo: there are three sections:
    • Import Receiving and Storage: receive import cargo from aircraft side, and verify into import storage.
    • Import Document Counter: for document processing, data entry into cargo database system, inform consignee of arrival notification, release document to consignee and issue import cargo form. etc.
    • Import Releasing: for releasing import cargo to consignee.

Import Cargo
  Import Receiving and Storage:
  1Q:Does cargo terminal provide service for handling valuable goods?
    A:No, we have no room for keeping valuable goods.
  2Q:What kind of special cargo does cargo terminal provide handling service?
    A:We handle special cargo as follows:
  • Dangerous goods
  • Perishable goods
  • Goods requires cold storage (20c to 80c)
  • Heavy cargo
Note: If you have special cargo to be forwarded to cargo terminal you will be required to inform us in advance, due to space limit.
  3Q:Does Cargo Terminal provide service of arrival notification?
    A:Yes, we provide service of arrival notification for consignee.
Note: We are not responsible of late notification of arrival information or miss notification.
  Import Document Counter:
  1Q:What documents are required for pick-up document?
    A:Document will be required as follows:
  • Authorization/Assign letter from your company or organization (for personal effect is not applicable if owner presents himself/herself at cargo terminal)
  • Present your original ID or passport
  2Q:What documents are required for issuing Import Cargo Form?
    A:Document will be require as follows:
  • Authorization/Assign letter from your company or organization (for personal effect is not applicable if owner presents himself/herself at cargo terminal)
  • Present your original ID or passport
  • Present valid customer declaration for import cargo (not applicable for diplomatic mail/pouch)
  • MAWB/HAWB will be required to present in original
  • Fill consignee check-list, available at import document counter
  Import Releasing:
  1Q:When can cargo move out from import storage and release to consignee?
    A:When:
  • Your are eligible to clear goods
  • Already paid for cargo handling charge
  • Customs open import releasing gate
  • Customs in charge of releasing allow to release from warehouse
  2Q:Does Cargo Terminal provide service for releasing import cargo within 24 hours?
    A:No, outside of admin hour will require approval for releasing from chief of custom or his/her deputy at cargo terminal.
Export Cargo
  Export Acceptance:
  1Q:When and how can shipper/agent deliver export cargo at warehouse?
    A:When:
  • During operating hours (in the evening later than 05:00pm will be required to inform cargo warehouse in advance)
  • Export cargo must be completed and properly packaging requirements, handling label and shipping mark, etc.
  • Shipper/Agent will be required to provide document for transportation by air (MAWB/HAWB)
  • Shipper/Agent will be required to fill out shipper check-list (available at export acceptance)
  2Q:How Cargo Terminal apply X-Ray check?
    A:We apply X-ray check according to Airlines requirements
  3Q:Will shipper/agent pay for X-ray check that was done at warehouse?
    A:No, shipper/agent will be required to pay cargo handling charge only.
  Export Document Counter:
  1Q:When can shipper pay for cargo storage charge?
    A:When:
  • Completed counting report from export acceptance
  • Present valid customs declaration for export cargo
