In spite of the global economic downturn, which turned out increasingly worst as months passed, passenger throughput at this airport experienced an on-year rise of 6%, totaling 1.7 million. The traffic for international passengers increased by 6% but the domestic traffic temporarily experienced a negative trend. Overall, up to October 2008, the level of passenger traffic was above the one for the same period in 2007. Starting from November until the first two months of 2009, the trend reversed. Compared to 2007, the number of international flights reported a 1% (16,253) growth and domestic flight movements (4,130) declined by around 14% before an expected improvement at the later date. The average daily plane rotation totaled 56 aircraft. In 2008, the top 5 international city pairs were: Phnom Penh-Bangkok, Phnom Penh-Singapore, Phnom Penh-Kuala Lumpur, Phnom Penh-Incheon and Phnom Penh-Taipei. The airport’s freight activity relies heavily on the country’s garment industry (over 95% of the cargo shipped), and that sector was affected by the slowdown in demand by major importing countries. The year witnessed arrivals of direct flights from Europe, especially charter flights from the Capital City of Sweden, Stockholm. The fixture, which dated back to 2007, might prelude to additional European liaisons in the years ahead. During the winter season (October to March) some carriers, currently operating at the airport, increased their frequencies (such as Korean Air, Vietnam Airlines and China Airlines, respectively on routes from/to Incheon, Hanoi/Ho Chi Minh and Taipei) or used aircraft with bigger capacity. To anticipate future growth and despite the present adverse worldwide environment, Phnom Penh International Airport has launched works to further upgrade its facilities and services. Overall, 2008 proved a challenging year for the airport industry. Compared to 2007, passenger traffic expectedly declined by 12% for a total of 1.5 million visitors. Except for the months of February and March, figures all along the year were relatively below the ones in 2007. The global economic turmoil and some specifically local issues had a considerable impact on the airport’s activities. Plane movements were at 19,982 in total. Both international and domestic flights respectively declined by 9% and 12% before an improvement could be expected at the later date. The average daily plane rotation was 55 aircraft, a lower trend compared with the one in 2007. The top 5 international city pairs were: Siem Reap-Ho Chi Minh, Siem Reap-Bangkok, Siem Reap-Hanoi, Siem Reap-Incheon and Siem Reap-Singapore. The cargo activity, which started operations in the last semester of 2006, is still building its presence in Siem Reap market. Amid the challenging climate, Japan Airlines maintained during most of the Winter Season direct liaisons between three Japanese cities (Tokyo, Nagoya and Osaka) and Siem Reap, which stands as evidence of a potential still intact for regular direct flights between Japan and Siem Reap. Also, some airlines already operating at the airport increased their frequencies: JetStar (weekly flights from 3 to 7), Air Asia(from 4 to 7) and Lao Aviation (from 7 to 10). A green field project, the airport resumed operations in 2007 with sporadic flights from/to Siem Reap, the city of the World Heritage Angkor Temples complex. 2008 should have witnessed the launching of regular domestic flights and some international liaisons but airlines temporarily postponed their plans. Being entrusted with the concession of the platform in June 2006, SCA had undertaken the first phase of upgrading, which was completed by December 2006. The main feature was the extension of the runway to 1,800 meters to handle turbo propeller aircraft such as ATRs. For the second phase in 2007, the works included in particular: further extension of the runway to 2,200 meters., airfield lighting, overlay of the taxiway and apron. The platform is currently fully able to handle international flights from surrounding countries. In 2008, the extension of the runway to 2,500 meters was completed. At the same time, studies for the construction of a new 4000 meter-runway was launched. Currently, the airport’s aeronautical capacity is equivalent to Siem Reap International Airport. Preah Sihanouk, a bustling port province and beach resort catering tourism and trade, is located within a highly potential development area in the southern coast of Cambodia. The airport is to be an engine for the provincial city’s expansion by providing practical, safe and secured, and fast air transport. To help the destination reach its full potential, SCA is joining hands with the country’s governmental authorities and agencies within the framework of promotion actions (participation in tourism fairs, production of promotional materials, master plan of the city and region, etc.).
